Bismarque protest: GHRC summons Chief Secretary, DGP

Commission to hear plaint filed by Adv Aires Rodrigues over the incident of alleged police atrocity against protestors

A three-member Goa Human Rights Commission, headed by Justice P K Misra and comprising retired District Judge AD Salkar and J A Keny, will on Wednesday hear the complaint filed by Adv Aires Rodrigues over the incident of alleged police atrocity against protestors who were demanding an impartial probe into the Bismarque case at Panaji on November 21 last year.

GHRC has issued notices to the Chief Secretary and the Director General of Police to appear before the Commission.

Adv Rodrigues, in his complaint, has stated that the peaceful protestors were manhandled and arrested, though they had not violated the provisions of Section 144 imposed in Panaji during the time due to the ongoing International Film Festival of India.

The complaint alleges that innocent bystanders, including senior citizens and women, were also ruffled and arrested by the police.

Copies of newspaper reports and 23 photographs have been attached along with the complaint.

Adv. Rodrigues has requested GHRC to direct DGP and Chief Secretary to explain why the protestors were allowed to be manhandled, thereby violating their human rights.

Goa Police, however, are likely to stress the fact that Norman Albuquerque and Adv Aires Rodrigues, the complainants, are third parties and that none of the victims have complained about violation of their human rights, thereby rendering the complaint invalid.
