Conviction will help restore faith of tourists in system

The sentencing of convict Vikat Bhagat, on Monday, to rigorous life imprisonment for the rape and murder of Danielle McLaughlin marks a crucial moment, not just for the victim’s family, but for Goa and its reputation as a tourist destination. This long-awaited closure to the case, achieved after seven years of pursuit of justice, reinforces people’s belief in the judicial system, especially for foreigners who have been victims of sexual assaults and other heinous crimes. This verdict is more than just a legal outcome; it’s a crucial step in restoring confidence and sending a strong signal when the State has been grappling with a steady rise in sexual offences and crimes against vulnerable individuals.

Lest we forget, the rape and murder case of Britisher Scarlett Keeling in February 2008, which eventually resulted in a conviction, was a roller-coaster trail fraught with uncertainties. Scarlett’s semi-nude body was found on the Anjuna beach but the police were initially reluctant to register a murder case while considering it a drowning case. It was only the second autopsy report that confirmed that Scarlett was raped and died due to a drug overdose that the case took a different turn.

In September 2024, a Bihar labourer raped a 4-year-old European girl in Goa; while in June 2022, a British tourist was raped in front of her partner at Arambol Beach. In 2023 a 30-year-old Dutch woman was sexually assaulted and raped by an employee of a resort in North Goa. And, a few years back, a British woman who has been a regular visitor to the State for over a decade, was raped and robbed of her belongings at Palolem beach. There have been several other cases that have not been registered because tourists prefer not to pursue legal recourse.

The McLaughlin case resolution is crucial because the world is watching Goa. The several instances of violence, especially against foreign tourists, have cast a shadow on Goa’s image. The conviction in the McLaughlin case, a crime that shook the international community, is a vital step towards reassuring visitors that their safety and security are a priority. It demonstrates that Goa’s police force is committed to investigating crimes against tourists thoroughly and bring perpetrators to justice.

This case also highlights the areas crucial in addressing the concerns of tourists. The investigation was commendable, and the probe teams worked tirelessly to gather and present the chain of circumstantial evidence that led to the conviction, even in the absence of direct evidence. This thoroughness and dedication to forensic science should be a template for future investigations. Secondly, the State needs to invest in strengthening its investigative capabilities. This includes providing law enforcement agencies with the resources, training, and technology necessary to effectively investigate crimes. Quick action, proper evidence collection, and fast-tracking of legal proceedings are crucial in building trust.

Moving on, the State must enhance its efforts to provide a safer environment for tourists. This includes increasing police presence in tourist hotspots, random checks and interventions, improving street lighting, and implementing better surveillance systems through CCTV coverage at strategic locations. The State also needs to ensure that support systems are in place for victims of crimes, including access to legal remedies besides psychological assistance.

The outcome of the case may not heal the scars of many such crimes against tourists, but in a small measure, it has helped in restoring the faith in the process.
