Process to go digital; one-year validity for stamps already purchased

Come April 1, e-stamping will be made mandatory in the state for stamp duty above Rs 9,999.
Salcete Sub-Registrar Suraj Vernekar informed that the sale of non-judicial stamp papers, franking, and stamp duty through challan will cease for stamp duty amounts exceeding Rs 9,999.
He, however, said that those who have already purchased stamp duty by way of non-judicial stamp papers, franking, or stamp duty through challan will be allowed to use such stamp duty for a year.
“With effect from April 4, 2025, e-stamping will be mandatory for stamp duty above Rs 9,999. Stamps will be made available from authorised collection centres (registered stamp vendors) and from sub-treasury offices of the Government of Goa,” he said.
The changes are notified as per the Goa e-Stamp (Second Amendment) Rules, 2025, which will come into force on the first day of April 2025.
Vernekar said the authorised collection centres will be allowed to sell e-stamps for a maximum amount of Rs 10 lakh. “If the stamp duty required in a single document exceeds Rs 10 lakh, then such e-stamp must be mandatorily purchased from Sub-Treasury offices,” he said.
He added: “Once such a document with an e-stamp certificate is presented before the sub-registrar, they will verify the authenticity through online mode and will digitally lock such an e-stamp certificate so that the same cannot be used again.”
Vernekar said such an e-stamp certificate will come with special security features to prevent duplication.
The rules mandate that every licensed vendor display a notice in their place of business showing that stamps exceeding Rs 9,999 in value, or an aggregate of stamps exceeding Rs 9,999 in value required for the purpose of stamping on a single instrument, shall be purchased only by e-stamping from any authorised collection centre.
Stamps exceeding Rs 9,999 in value required for a single instrument purchased before the commencement of the Goa Stamps Supply and Sale (Amendment) Rules, 2025 will be valid for registration purposes for only one year from the date of such commencement.
