Paw-some news! Govt may rethink on hefty fees for registering 'exotic' dogs

Certain corrections and seeking feedback from stakeholders have temporarily halted the implementation of the revised policy for street and pet dog caregiving. Government sources told The Goan that enforcement of the policy is however expected to begin in the next few days as the authorities have fast-tracked the process.

As per the new guidelines, pet dog owners are required to register their pets with exotic breeds being charged Rs 5,000 and local breeds Rs 100.

The registration for existing pets will remain open till December 31, 2024, failing which the government decided to increase the fee tenfold, as a penalty.

Sources revealed that the government may reconsider the registration fee for exotic breeds, although no official confirmation has been provided.

The government also directed that all pet owners register with the Department of Animal Husbandry & Veterinary Services, whether for breeding or care purposes. “If the pets are being bred, owners must specify this to the department and other relevant authorities because selling newborn pups without registration will be considered illegal and punishable. Owners found dumping pets will also face penalties and legal action,” the source stated. 

The government is now seeking views and suggestions from stakeholders before fully implementing the policy in the coming days.

The State had issued a notification on September 6, mandating pet owners to submit notarised affidavits holding them liable for any harm or injury caused by their pets to humans. The notification forms part of the revised policy for street and pet dog caregiving under Guidelines 2023.

Released on the eve of Ganesh Chaturthi, the notification also asked the owners to bear treatment costs and compensate the victims of pet bites while warning action under the Bharatiya Nyaya Sanhita and Prevention of Cruelty to Animals Act and Rules against irresponsible owners.

Chief Minister Pramod Sawant had last month assured to enforce a revised policy to tighten noose around irresponsible pet owners, particularly ferocious dog owners. 

Meanwhile, plans to microchip stray dogs might not see the light of the day, at least until further decision, as sources claimed that it has a huge financial liability.
