The High Court of Bombay at Goa on Wednesday invited applications for 17 clerk positions with eligibility criteria including a two-child norm, no polygamy and other stipulations.
According to the advertisement issued by Registrar (Administration) D P Satawalekar, candidates must not have more than two living children as per Form A declaration. It specifies that candidates with more than two children born after March 20, 2006, will be disqualified.
“For the purpose of this clause, where a couple has only one child, any number of children born out of a single subsequent delivery shall be deemed to be one child. Provided that, a person having more than two children on March 28, 2005 shall not be disqualified for appointment under this clause so long as the number of children he/she has does not increase after March 28, 2006,” it explained.
It further stated that children born in a single delivery within one year from March 28, 2005, will not be disqualified under this clause.
“Provided further that a child or more than one child born in a single delivery within the period of one year from March 28, 2005 shall not be taken into consideration for the purpose of disqualification mentioned in this clause.”
Male candidates with more than one living wife and female candidates married to men already having another wife will be ineligible for the appointment.

CRITERIA
Applicants must hold a university degree with preference given to law graduates. Knowledge of Konkani is mandatory, and Marathi is desirable.
The High Court has directed that proof of Konkani proficiency must be provided through a mark sheet showing it as a subject studied in Class VIII or above or at the college level.
The advertisement also stated that certificates obtained from online sources will not be accepted. Moreover, applicants must provide a 15-year residence certificate issued only by the Mamlatdar of the concerned taluka among other eligibility criteria have been laid down.
