Exactly a year after the e-tender floated by the South Goa Planning and Development Authority (SGPDA) hit a block over certain contentious clauses, including huge projected revenue on the sopo collection fees from the wholesale fish market, the SGPDA has decided to move the Public Works Department (PWD) to conduct a realistic assessment of revenue expected from the market.

In the bargain, however, the tender process, which was initiated exactly a year, is expected to drag further pending fresh assessment of the revenue from the market by the PWD.

SGPDA Chairman, MLA Krishna Daji Salkar sought to reassure that the PDA will float a fresh tender by September end after the planning body receives the report from the PWD on the projected revenue from the wholesale fish market.

The SGPDA had floated a e-tender amounting to a whopping Rs 3.88 crore in August last year inviting bids from prospective bidders to collect sopo fees from the wholesale fish market. The tender, however, hit a block, first because of the contention clause in the tender that the successful bidder must possess 10-year experience in the fishing business.

The SGPDA Chairman said even after the government removed the contentious clause, the bidders were hesitant to bid for the sopo fee collection tender on the ground the upset price fixed by the PDA was on a higher side. “This matter was discussed at the last meeting of the SGPDA, wherein it was decided to again approach the PWD for fresh valuation of the projected revenue from the wholesale fish market via sopo collection fees,” he said.

The SGPDA had floated the e-tender amounting to whopping Rs 3.88 crore, indicating that the PDA was expecting the sopo fee collection contractor to pay to the planning body monthly revenue amounting to Rs 32.36 lakh.
