Govt to also appoint dedicated administrator

In a major move, the State government has decided to computerise records of Goa’s age-old institution – Comunidade and also to streamline its functioning by appointing a dedicated independent Administrator.
Chief Minister Pramod Sawant on Wednesday chaired a crucial meeting with the comunidade bodies across the State, wherein discussions were held on various issues including granting financial powers to the comunidade.
Speaking to media persons post meeting, Sawant said that the government has decided to appoint a computer operator and a clerk across all comunidades and initiate a process for digitisation of their records. “It is very important that we digitise the comunidade records. We can start with big comunidades first,” he said.
“We will see 100 per cent digitisation of records across all comunidades,” he commented.
Sawant said that the meeting decided to streamline the functioning of the comunidade by appointing an independent Administrator for each body and fast-track the recruitment process. “During the meeting, issue was brought to the notice about the need for an independent Administrator. We have taken note,” he said.
Comunidades are governed by Code of Comunidades which was promulgated by the Portuguese government in April 1961.
The State government had in 2023 brought an amendment to the Goa Legislative Diploma No. 2070 to streamline the comunidade wherein powers vested with the government to suspend a comunidade and appoint government officials if a committee works against the interest of people. It also brought under its ambit the election of the managing committee.
