Sorting of applications for 11 LDCs, supervisor, mason still in progress; civic body yet to decide on examination process; CO says will shortlist agency to conduct exams

Even as the Goa Staff Selection Commission has unveiled the examination process and selection criteria for lower division clerks, all eyes are now focused on the Margao Municipal Council as to how the civic body will go about in conducting examinations for the 11 posts of LDCs, besides site supervisor and a mason.

Questions are being raised in the corridors of the civic body and outside whether the MMC would go by the Staff Selection Commission (SSC) syllabus and criteria for the post of the lower division clerks.

Take note, the MMC has decided to fill up the 11 posts of LDCs and the lone post of Supervisor and mason departmentally without sending the vacant posts to the Staff Selection Commission for filling up the vacancies.

Incidentally, it’s now almost 17 days since the Margao Municipal Council had received hundreds of applications for the vacancies, the last date of submitting the job applications was on November 11.

However, there’s still no clarity from the Municipality as to how the civic body will go about conducting the examinations for the LDC and other posts. MMC officials pointed out that the civic body has no wherewithal or expertise at its disposal to conduct the examination process and to take the recruitment process to its logical conclusion.

When The Goan called up Margao Municipal Chief Officer, Melvyn Vaz to shed light on how the MMC will go about the examination process, he said the civic body has not yet decided on the question. To another question whether the civic body has finalised the agency that would be roped in to conduct the examinations for the LDCs and other posts, he said the Municipality will shortlist the agency to hold the examinations. “I discussed the matter with Margao Municipal Chairperson Damu Shirodkar and he was also of the opinion that the agency will be engaged to conduct the examination process,” Vaz said.

He, however, had no answer when The Goan drew his attention to the notification issued by the Goa Staff Selection Commission unveiling the syllabus and criteria for the posts of lower division clerks. When further questioned whether the MMC would follow the same syllabus and criteria set by the SSC, the Chief Officer merely said he would discuss the matter with civic chief Damu Shirodkar.

Incidentally, though it’s now around 17 days since the MMC had received the application forms, officials in the know say the process of sorting out the application is still in progress. Every time, the concerned officials are asked to shed light on the exact number of applications, post-wise, the media is being told that the civic body is in receipt of around 1,500-odd applications for the three posts. “The MMC is in receipt of 1,500-odd applications for the posts of LDCs, site supervisor and mason. The sorting of application forms is still underway. We will come to know of the exact number of applications in the next few days,” remarked a MMC staffer.

Failure to notify posts under SSC is the point of debate

One, questions have been raised why the MMC did not notify the vacancies to the Staff Selection Commission to fill up the posts to ensure transparency. Secondly, questions are asked whether any promises were made to the kith and kin of ruling councillors to provide the LDC jobs in lieu of their support in the formation the Council two years ago.

The ruling body and the powers that be controlling the civic body have rubbished the reports that the MMC has deliberately not roped in the Staff Selection Commission to favour the kith and kin of the councillors. That, however, has not stopped opponents to demand the LDC recruitment process to the SSC to ensure transparency and the selection of the candidates on merit.

SSC’s syllabus & criteria for LDCs

The requirement of knowledge of computer application and typing speed of 30-35 words per minute

Test in English and comprehension, test of numerical ability, test of reasoning and data interpretation and test of Konkani language

Minimum marks for the computer-based test for unreserved category will be 45% and for reserved category between 35-40%
