Boost for civil service employees: Govt eases promotional norms

Every year, Jan 1 will be eligibility date for promotion

In what could give a major promotional boost to several hundred Goa civil service employees, the State government and the Goa Public Service Commission (GPSC) has revised cum lowered the minimum service requirement norms for the seniority list for workers across all departments. However, the service period in a particular scale is increased for promotion.

Also, henceforth, the crucial date for eligibility of officers for promotion to junior or senior scale would be the first day of January of each year. The government has amended the Goa Civil Service Rules, 2016, to bring in new changes in the seniority list.

As per the notification issued by the Personnel department, the service period for promotion to the senior scale officer has been reduced from eight years to five years.

An officer with a minimum of 5 years of regular service in the Junior Scale of the service would be eligible for being considered for appointment to the Senior Scale.

Similarly, a Senior Scale officer with the minimum of 10 years of regular service or four years of regular service in the grade of Senior Scale would be eligible for promotion to the Junior Administrative Grade. Earlier, it was 14 years in the service including two years regular service in Senior Scale.

Further, a Junior Administrative Grade officer with a minimum of 14  years of regular service as against earlier 16 or four years regular service in Junior Administrative Grade (previously it was two) will be eligible for being considered for promotion to the Selection Grade.

For Senior Administrative Grade, the service period of 19 years remains unchanged.

As per the notification, in the month of January, every year, the government will prepare a combined eligibility list of officers holding various posts for promotion to the junior scale of the service.

“The combined eligibility list so prepared shall be based upon the seniority list vis-à-vis date of appointment shown in the respective seniority list of the posts specified in the Schedule II,” the notification stated.
