E-stamping mandatory in Goa for transactions above Rs 9,999 from April 1

PANAJI: Chief Minister Pramod Sawant announced that starting April 1, 2025, e-Stamping will be mandatory for all transactions exceeding Rs 9,999 in Goa. He made the announcement during the initiative's launch in Porvorim.

April 1, onwards the Non-judicial stamp papers, franking, and stamp duty via challan will no longer be accepted for such amounts.

Authorised collection centres can sell e-stamps for amounts up to Rs 10 lakh, while higher amounts must be purchased from sub-treasury offices. Sub-registrars will verify and digitally lock e-stamp certificates to prevent reuse.

The e-Stamping system replaces traditional stamp paper with a secure, digital alternative designed to improve efficiency and reduce the risk of tampering. This new platform eliminates older methods such as e-challans and franking, introducing a centralized payment system that ensures secure transactions, real-time reconciliation, and easy verification.

"With e-Stamping, Goa moves towards a fully online, seamless, and reliable revenue collection system," said Sawant in the presence of Revenue Minister Atanasio Monserrate. He added that the initiative aligns with the state government's commitment to enhancing digital infrastructure and improving service delivery through modern technology.

The Stockholding Corporation of India has been appointed as the central record agency under this initiative.

Stamps exceeding Rs 9,999 purchased before these rules take effect will remain valid for registration for one year from the commencement date. Licensed vendors must display notices informing customers about these changes.
