Finally, the proposal to install solar plants on government buildings across the State and thus generate 30 megawatts of power got a leg up as the Goa Energy Development Agency (GEDA) has called for bids through an e-tendering process.

The GEDA tender calls for bids to design, engineering procurement and supply, erection, testing, commissioning besides comprehensive operation and maintenance for 25 years of 30 MW (AC) Rooftop Solar PV Plant on RESCO Model.

These plants are to be set up on already identified government buildings across all twelve talukas of the State.

The RESCO model deviates from the earlier model under which the consumer owns the system and invests upfront for the installation.

Under the RESCO model, the consumer only pays for the electricity generated, while the solar plant is owned by the RESCO developer.

The government, including the Power Minister, had first announced this plan to set up rooftop solar plants on government buildings in the Goa Legislative Assembly back in 2022.

However, there were no visible signs to put it into action until now that the GEDA has initiated the e-tendering process.
