Panchayat, police told to respond

Acting on the complaint of residents of Vailankanni Centre and Carl Centre, Old Goa, the Goa Human Rights Commission has issued notices to the Director of Panchayats, Old Goa Village Panchayat Secretary, and Old Goa police inspector to file their replies in the matter.
The hearing has been posted for April 25 at 10.30 am.
It may be recalled that the residents of the two colonies approached the GHRC after the kiosks on the footpath resurfaced after the matter was disposed of by the Commission.
The residents had first complained to the GHRC in November last year, after which an order was issued in January this year by the Commission, giving the Old Goa panchayat 60 days to remove the encroachments on the footpath.
However, the encroachments, including the kiosks, were removed only at the fag end of the 60-day period, just before the GHRC hearing on compliance with its order.
Later, the GHRC disposed of the petition as the panchayat secretary informed that the encroachments had been cleared. But surprisingly, the kiosks resurfaced once the petition was disposed of, prompting the residents to approach the GHRC yet again for redressal of their grievances.
