The Goa Industrial Development Corporation (IDC) has decided not to entertain any applications from close to 600 industrial units, who have failed to come onboard on their online e-governance platform - OPEN. These industries will also not be able to bid for new plots that would be put up for e-auction.
IDC had in November urged industrial units operating in the State to register and update their data on the OPEN platform by the end of December 2024, stating that from January 1 onwards no services would be provided in offline mode. The OPEN platform aims to provide all IDC services online including auction while also capturing data on manufacturing activity, employment generation, etc.
According to the IDC, so far 35 per cent of the industries that is around 1,000 have come onboard on their digital platform while back data verification is on with regards to 700-800 industries for migration.
“There are 1000-odd industries which have neither registered nor have submitted any data. Of these, 500-600 industries are operational while others are shut down. The applications from these industries will not be entertained in offline mode anymore. We have taken the decision,” IDC managing director Pravimal Abhishek told The Goan.
“Everything will be online from now. Nothing will be taken offline in IDC. Applications will not be accepted from industries that fail to submit details,” he added.
Abhishek explained that the new online portal will work as a common portal for providing all the services and approvals like transfers, sub-lease, renewal of lease, etc with lesser number of documents. He said that the portal will not only improve the ease of doing business but will also offer transparency and accountability.
Developed by Goa-IDC, the OPEN platform leverages DIGIT, a United Nations-certified Digital Public Good (DPG). This technology-driven solution adheres to global standards for privacy, interoperability and scalability.
The system includes estate management, which streamlines land allotment and property-related services; a legal module that simplifies legal processes and case management; a payments system that facilitates secure and transparent financial transactions; the Online Building Plan Approval System (OBPAS), which digitises the building approval process for industries; an engineering module to optimise infrastructure development and maintenance; and dashboards providing real-time insights for data-driven decision-making.
