Goa has 1 public servant for every 25 residents: Census

With over sixty thousand on the government's rosters, Goa is among the country's States with the highest density of public servants -- one for every 25 residents.

The current resident population as per census figures is approximately 15.42 lakh and the State government has 63,162 employees in regular employment in its 87 departments, 18 Corporations, 11 autonomous bodies and 19 grant-in-aid institutions.

Significantly, the services of a whopping 53,755 employees are on a regular basis and just 552 are ad-hoc. 

The census report of government employees compiled and published by the State government's department of planning and statistics also states that as many as 3,236 from its workforce are on a 'work charge' basis.

Reservation in employment overall in the government sector is marginally above 30 per-cent, the report states. Of the total employee strength of the government the Scheduled Caste category has cornered 2.52% of the posts, the Scheduled Tribes category has got 11.36% and the Other Backward Classes (16.35%).

The State government however does not boast of a very healthy gender ratio in its work force. The report points out that just 30.51 per-cent of its employee strength in government departments are women, mainly in School Education (2,443), Health (1,932) and Goa Medical College & Hospital (1,464). 

Nonetheless, in as many as 15 of the 87 government departments, women employees outnumber men.

From among the 87 government departments, the Goa Police Department tops in terms of the numbers on the roster with 8,076 donning the uniform. The electricity department follows with 6,404 staff and the PWD with 3,908.

Teaching and non-teaching staff in government and aided schools account for 3,331 employees and the Health Department has 3,331. Separately, the Goa Medical College and Hospital (GMC&H) has 2,357 employees while the WRD has 1,611.

These seven of the total 87 departments account for 67.05% of the government's total employee strength.

The PWD and WRD account for most of the 'work charge' workforce strength of 3,236.

Also, the Goa government has 5.79% of its total employee strength designated as "gazetted officers" while 83.00% are Group C (clerical and under).
