GEL appointed nodal agency to execute project

In a decisive step towards enhancing workplace accountability and governance, the State government has initiated the development of an Artificial Intelligence (AI)-powered facial recognition attendance system for all panchayats across the State.
The move comes in line with the Panchayat Minister’s assurance made on the floor of the Assembly last year, aiming to modernise staff monitoring mechanisms and improve public service delivery.
The Directorate of Panchayats has already floated a Request for Proposal (RFP) for the design, development and implementation of the new AI-based attendance system, which will cover approximately 700 employees across all panchayat offices in the State.
Goa Electronics Limited (GEL) has been appointed as the nodal agency to onboard a competent vendor for executing the project.
“This system will replace outdated manual and biometric attendance systems with cutting-edge facial recognition technology, enabling real-time monitoring of staff presence,” a senior official from the Directorate of Panchayats told The Goan.
The AI-driven system will capture live data, ensuring that panchayat staff report on time and remain accountable throughout working hours.
The solution is being developed with versatility in mind – compatible with Android and iOS mobile platforms and supported by a centralised web-based dashboard for top-level oversight.
Senior officials in the Directorate of Panchayats, including the Panchayats Minister, will have direct access to this dashboard to monitor attendance patterns and staff movement in real time.
In a notable technological leap, the system is also being designed to function efficiently in areas with poor or no internet connectivity – ensuring uniform implementation even in remote panchayat jurisdictions.
“We are working to ensure the system’s robustness across all geographical and connectivity challenges,” the official noted.
The facial recognition project is part of the broader Digital India initiative, aimed at infusing governance with technology to ensure transparency, efficiency and citizen-centric administration.
If successful, the model could be replicated in other government departments across Goa.
“Our aim is not just to monitor attendance but to ensure that staff perform efficiently and deliver timely services to the public. This system will help us bridge that gap,” the official added.
Implementation is expected to begin soon, with full rollout anticipated within the next two months following the appointment of the executing agency.
States such as Assam have already adopted similar systems and earned national recognition for their innovation in digital governance.
