HC breaks logjam, appoints private members on noise monitoring panel

With no consensus on the appointment of private members to complete the formation of the noise monitoring committee, the High Court of Bombay at Goa stepped in and appointed two private members to the panel on Wednesday. The three-member committee will be led by a Deputy Superintendent of Police (DySP) from North Goa.

The appointed private members are Gerald Fernandes and Kamalakant Naik, who will work along with the DySP (North).

Advocate General Devidas Pangam said that the committee will conduct surprise inspections, prepare strategies to control noise pollution and submit periodic reports to the court on violations and enforcement measures.

The State and the petitioners were finalising private members’ names for a long time with delays owing to lack of consensus. The AG said the Public Interest Litigation (PIL) on deafening late night parties and violation of sound norms will continue to be heard regularly.

The last adjournment was on March 3, as there was once again no agreement on the private members. Throughout the proceedings, both petitioners and respondents, including the government, failed to reach a consensus on the two private members for the five-member committee.
