In a first, Economic Census to start digitally in April

State, district-level committees to monitor execution

The 8th Economic Census, which will take place from April, will be carried out digitally in Goa for the first time. A web-based mobile app is being developed for precise data collection.

The State Statistics Department has appointed District Collectors as the Charge Officers for conduct of the census, which will go on till October.

The department has constituted a State-level coordination committee (SLCC) under the Chief Secretary and district level coordination committees (DLCCs) under Collectors to monitor execution of the 8th Economic Census in the State.

“The Census entails collection of data on smart phones using mobile app, validation, processing of data for finalisation, monitoring of progress of all EC activities through dashboard and generating statistical reports at various levels,” the notification stated.

The SLCC, headed by the Chief Secretary, has a total of 11 members while the DLCCs are headed by the respective DCs with eight other members.

The Committees are tasked with monitoring the preparedness, progress and resolve administrative and technical issues faced in conduct of the census.

The SLCC has also been asked to review deployment of adequate number of enumerators and supervisors, review progress of field work on a monthly basis, ensure complete coverage of the data through validation against existing databases, such as State business register, and prepare report on data correctness, based on supervision carried out by the State and national sample survey office (field operations division) supervisor.

The Committee has to also approve the provisional results of the economic census at the State Level.

The DLCCs, on the other hand, have been tasked to monitor preparedness, progress and resolve administrative issues. They are also to provide feedback to the SLCC to perform its roles and functions effectively at the district level, sensitise/ direct the local law and order agencies, local government functionaries at panchayat/ ward level for cooperation in smooth conduct of the census and facilitate providing administrative unit maps of wards/ villages for field work.
