Key issues, budget on agenda as monsoon session kicks off today

After the rough and tumble of the nearly three-month-long Lok Sabha election season, Goa’s political and governance discourse is set to transition to a more serious tone as the State’s 40 legislators will converge at the Goa Legislative Assembly in Porvorim to kick off the monsoon session from 11 am on Monday.

In the 18 working days of the session’s duration (July 15 to August 8), the Pramod Sawant government is set to present the budgetary demands for grants of all the government departments and also seek approval of the current fiscal’s budget.

On the other side of the aisle, the seven-strong Opposition led by Leader of the Opposition Yuri Alemao is raring to go and expose issues related to the Sawant administration’s malfunction and malfeasance.

As usual, the session on Monday will kick off with the ‘Question Hour’ where members get to raise queries on governance matters and get responses from ministers in-charge of the departments the issue raised relates to.

Beyond ‘question hour’ the first three days of the monsoon session will see discussion on the budget culminating with the House passing the Appropriation Bill.

According to the Legislature department, members have tabled as many as 768 starred questions. An additional 2,130 unstarred questions have also come in from the MLAs to which ministers are expected to give written answers.

Legislature Secretary Namrata Ulman said five private member resolutions will also be debated on the three Fridays of three week monsoon session.

Meanwhile, government legislations to be taken up in this session are yet to be finalised by the government, Legislature Secretary Namrata Ulman said.

The recent Assagao house demolition imbroglio, Mhadei, political quota for Scheduled Tribes, the Kala Academy renovation fiasco and several other matters which hit the headlines in recent weeks are expected to echo in the House during the session.
