Lack of coordination between depts in enforcing sound ban, admits Minister

Says law in place on violation beyond 10 pm, will convene meeting to make it proactive

Environment Minister Aleixo Sequeira on Friday conceded that lack of will and absence of coordination between the government departments is the cause behind violation of sound ban restrictions beyond 10 pm.

While saying he is not trying to play football and push the ball in the court of other departments, the Environment Minister has mulled convening of a joint meeting of the concerned departments to enforce sound ban by 10 pm.

When the media drew his attention to the violation of sound ban in many parts of the State during his weekly darbar at the South Goa Collectorate, the Environment Minister said, “I think they are working out a system to ensure the concerned departments become little more proactive. The fact is that the Goa State Pollution Control Board (GSPCB) has installed meters as well as instruments by the departments, but the implementation of the rules lies with the Collector and with the GSPCB.”

He added: “I am not trying to play football and keep the ball in their court. Nor I am trying to shirk my responsibility. But there seems lack of coordination between the departments.”

Asked whether people affecting by playing of loud music will get any relief in the future, Sequeira promised to call a meeting of the agencies to enforce the sound ban by 10 pm. “But, as I have said, the things are in place, but there is no will and coordination amongst the agencies. I will soon call a meeting of the agencies to work out a solution and enforce the sound ban,” he said, while admitting that a system is being worked out which would make the concerned agencies proactive.
