Local residents have voiced strong criticism against shack operators for disregarding regulations, with some linking such behaviour to incidents of violence that tarnish Goa’s reputation.

Concerns have also been raised about the subletting of shacks, a practice that goes against tourism policies.

“It’s odd how beach shacks are sublet to outsiders. Is the Tourism Department even aware of this?” questioned a resident of Assagao, pointing to a specific example of a shack allegedly operating under such conditions.

Critics argue that the original intent of beach shacks – to serve as small eateries providing food near the beach – has been lost.

“Many shacks have essentially become clubs, occupying large portions of the walking beach area with excessive sunbeds and umbrellas,” said a Panaji resident, highlighting overuse in certain areas.

Antonio D’Souza, a Calangute resident, emphasised that extended excise licences should be reserved for establishments with adequate infrastructure, such as five-star resorts.

“Granting excise licences beyond 11 pm to commercial establishments, including shacks, invites trouble. It’s no surprise we face assaults and other crimes. We attract problematic tourists because of lax rules, and this kind of tourism adds no real value to Goa,” D’Souza asserted.

Residents are calling for stricter enforcement of regulations to preserve Goa’s identity and curb the negative impacts of unregulated tourism.
