LoP demands full-time Gaming Commissioner; CM assures inspections

PANAJI: The Opposition has once again raised concerns over the absence of a full-time Gaming Commissioner, with Leader of Opposition (LoP) Yuri Alemao stating that the lack of dedicated oversight has allowed illegal live gaming in onshore casinos to flourish. Alemao pointed out that regulations only permit electronic and slot machines, yet live gaming continues unchecked.

Chief Minister Pramod Sawant was quick to assure the House that regular inspections are being conducted and that action is taken against violations. However, he did not commit to appointing a full-time Gaming Commissioner.

While raising a starred question on the issue, the LoP criticized the government for appointing the GST Commissioner to oversee gaming operations while the Gaming Commission continues to remain a distant dream. 

"The government had appointed the GST Commissioner to act as the Gaming Commissioner. If the commissioner cannot even monitor SESS, how can he regulate gaming? Why has a full-time Gaming Commissioner not been appointed," he questioned. 

Alemao further alleged that in the last five years, the authorities have barely conducted raids or on-ground verifications, despite claims of regulation.

The CM assured that the government has been conducting regular checks and illegalities are dealt with law. 

“Offshore and onshore casinos operate under the gaming rules. These businesses have existed before my government. We have not given permission for live gaming. We conduct regular inspections, and if any casino is found violating norms, its license is suspended,” he stated.

Alemao also flagged the issue of outstanding casino revenue dues, stating that Rs 350 crore remains unpaid, of which Rs 250 crore is yet to be recovered and Rs 100 crore is under judicial review. “Why is the government protecting the casino lobby? Why is the department selectively targeting common people while allowing casinos to operate without paying dues? Will the government seal these casinos if they fail to clear their outstanding payments? Why haven’t their excise licenses been revoked?” he questioned.

On the matter of revenue recovery, Sawant said that notices have been issued to casinos and that the collection process is ongoing. “We will ensure 100% recovery once cases are resolved. Some cases are under tribunal review, but whatever is possible, we will collect before March 31. If casinos fail to comply with gaming rules, their licenses will be cancelled,” he assured.
