The photograph of the man, whose leg was chained and locked went viral on social media on Sunday, showing how the leg has been chained to a pole to restrict his movement.

PI Melson informed that upon a complaint lodged by Kashtu Manjhi, aged 45 years, a native of Jharkhand, the police registered an FIR against Ram Manjhi, aged 30 years, hailing from Jharkhand and Jose Fernandes, a resident of Benaulim in connection with the incident of confining the complainant and abusing him with filthy language. Giving details of the incident, PI Melson pointed out that the victim was asked to come to Goa by his close relative to work on the fishing trawlers.
“Our inquiries revealed that the victim, who came to Benaulim on Saturday was allegedly creating a nuisance and moving around under the influence of liquir before his leg was chained to the pole and locked,” PI Melson said, adding “no one has the right to take the law in their hands.” The police are investigating.
