Frustrated by mounting delays in the renewal of trade licences, the Mapusa Merchants Association (MMA) has urged the Mapusa Municipal Council (MMC) to take immediate steps to clear the backlog of pending applications and streamline the process.

In a meeting with the MMC Chief Officer earlier this week, representatives of the MMA highlighted the severe hardships faced by local traders due to the new licensing procedure introduced by the council. A letter of grievance was also submitted to the Director of Urban Development, seeking intervention.

New system slows down renewals

According to the merchants, the new system – implemented last year – requires applications to undergo a formal processing route that takes a minimum of 15 days.

This has led to a growing backlog, with several applications reportedly pending since 2023. “Earlier, trade licences were renewed over the counter in a quick and efficient manner,” said Jitendra Falari, President of the Mapusa Merchants Association.

“Now, despite repeated follow-ups and the submission of all necessary documents, many applications remain unattended. This has created operational uncertainty and affected day-to-day business for many traders,” he added.

Falari emphasised that the delays are not merely an administrative inconvenience but have wider implications.

“The uncertainty affects our ability to comply with government regulations and hampers our dealings with banks and other financial institutions,” he added.

Call for restoration of previous system

MMA Secretary Siddesh Raut criticised the current system as inefficient and burdensome. “The previous system was not only faster but was also being followed effectively by other municipal bodies across Goa. We urge the Mapusa Municipal Council to either revert to the earlier process or introduce a faster, more transparent mechanism,” Raut said.

The association has requested that the MMC treat the issue as a priority and clear all pending applications without further delay.

Business disruption & growing discontent

Several traders in Mapusa have echoed the MMA’s concerns, saying the current delays are affecting their ability to run businesses smoothly.

Many fear that if the situation continues, it could have a long-term impact on local commerce and confidence in the municipal administration.

The Mapusa Municipal Council has yet to issue an official response to the concerns raised. However, sources within the council indicated that discussions are underway to explore possible reforms in the licensing process.
