Is the new building of Government Primary Health Centre at Sanguem being constructed without the mandatory construction license from the Sanguem Municipal Council (SMC)?
While the Goa State Infrastructural Development Corporation claims about 95 percent work of the new building premises has been completed, a local social activist Jervis Fernandes obtained information under RTI stating that the building is being constructed without the construction license or any such approval from the Sanguem Municipal Council (SMC).
Addressing a news conference, Fernandes stated that the building contractor as of now only has an NOC obtained from the Primary Health Centre and a technical clearance order issued by TCP.
“Incidentally, even the technical order was obtained just a few months back despite the work of the building premises having been started a couple of years back,” claimed Fernandes.
“It is surprising as to how the council permitted the construction activity to go on for over two long years without the construction license.”
“With no construction license on hand, one can wonder as to how the contractor will obtain the mandatory occupancy certificate which ultimately needs to be issued by the Sanguem Municipal Council.”
Fernandes has appealed to authorities to conduct checks on the stability of the building before it is handed over by the contractor to the health department.
