NCST flags backlog in reserved vacancies for STs in govt depts

The National Commission for Scheduled Tribes (NCST) has taken cognisance of the large backlog of vacancies under the reserved category for Scheduled Tribes across various government departments, as well as the non-maintenance of rosters.

As per norms, 12 per cent of jobs in each department have to be reserved for the ST population.

NCST member Jatothu Hussain was on a three-day visit to Goa, during which he met various stakeholders and government officials. Hussain noted that the main issues surrounding the community are the implementation of roster maintenance and the filling of vacancies, in addition to other local issues, including political reservation.

According to the information, there are more than 1,100 backlog vacancies for ST and Scheduled Caste in various government departments, aided institutions, autonomous bodies, etc.

The State government has already noted that various departments, aided institutes, and autonomous bodies have failed to maintain a Post-Based Roster regarding reservation.

The ST and SC Commission, in its latest report submitted to the government, pointed out that in spite of efforts made by the government to fill the backlog vacancies, posts could not be filled due to the non-availability of suitable candidates or candidates not coming within the normal or extended zone to fill specialised posts in departments like agriculture, animal husbandry, etc.

The Commission also pointed out that in some departments, the roster prescribed for implementing the order regarding reservation for SC and ST was not maintained properly, entries were not made immediately on the appointment of officials, or entries were not signed by the appointing authority or other authorised officer, etc.
