Opposition brews against approval for Film City

Reacting strongly to the Entertainment Society of Goa’s (ESG) in-principle approval and seeking ‘consent’ of Comunidade of Loliem-Polem to set up a Film City in Loliem, a furious Citizens Committee of Loliem said it would be a death warrant for the entire village.

In a related development, a component of the Loliem Comunidade has petitioned various authorities demanding the revocation of the Loliem-Polem Comunidade’s initial resolution on October 15, 2023 to grant 250 acres of land on Bhagwati plateau to the ESG. He has also demanded to declare the general body meeting as null and void.

Citizens Committee of Loliem President Dennis Fernandes claimed that the villagers of Loliem are furious over the ESG’s in-principle approval and seeking ‘consent’ of Comunidade of Loliem-Polem to set up a Film City in Loliem.

“This is a death warrant for all of us and we will act immediately to save our future generations and punish all who are involved,” said Fernandes.

Meanwhile, a component of the Loliem Comunidade Om Prabhugaonkar claimed that the “recent development of ESG giving in-principle approval is not legally binding as the Comunidade meeting on October 15, 2023, based on which this nod is given, is in itself totally illegal.”

He claimed that the extraordinary general body meeting held by Comunidade of Loliem-Polem on October 15, 2023 “is outright illegal, conducted improperly and falsely recorded in the minutes of the meeting.”

“I would urge everyone, especially the Comunidade members, to come forward and save our land, especially plateaus which are endemic biodiversity hotspots as stated by researchers,” Prabhugaonkar said in his petition.

In his 16-page representation, Prabhugaonkar referred to the extraordinary general body meeting of the Loliem Polem Comunidade on October 15, 2023, the resolutions adopted to grant 250 acres of land to ESG to set up Film City and 494 acres of land to WAPCOS Limited for setting up of Wind Solar Hybrid Park and correspondence dated between October 17, 2023 and November 14, 2023.

Prabhugaonkar alleged there had been gross failure to comply with Articles 324 to 330 of the code of Comunidade and the illegal extraordinary meeting of Comunidade of Loliem-Polem on October 15, 2023.

He also stated there had been violations of Gram Sabha resolutions dated October 26, 2016, there was no access road and there was a misleading reference to Survey 57/2 of Loliem village.

Claiming that the decision was against Code of Comunidades and against public interest in general, Prabhugaonkar has demanded the declaration of the general body meeting by the Comunidade of Loliem-Polem on October 15, 2023 as null and void.

Prabhugaonkar has sought the immediate revocation of the Extraordinary general body meeting of the Loliem Polem Comunidade dated October 15, 2023, and to declare as null and void all the resolutions adopted therein.

The letters have been addressed to the Minister for Revenue, the secretary (Revenue), the Collector (South), Administrator of Communidades (South Goa), and the president of Comunidade of Loliem-Polem.
