The Budget Speech for the financial year 2022-23 which contained a significant number of announcements for the development of various sectors has a significant portion undelivered by the State government.
The Action Taken Report on the last Budget tabled in the Legislative Assembly on Tuesday indicated that assurances in some departments are not fulfilled, which the government has postponed for the upcoming financial year; some other departments have seen only 20-30 per cent of works completed within this period.
The report covered a brief analysis of the status of the announcements made in the Budget Speech 2022-23.
According to the report, over 60 per cent of announcements have remained unfulfilled till date. The report further reveals that action has been initiated against 164 such announcements/ assurances.
Additionally, the report indicates that six announcements have been dropped or kept on hold due to various administrative reasons which means the government has either decided not to pursue these announcements or postponed them for a later date.
The report also highlights that 34 per cent of the total announcements have already been completed. Tourism Department is among the lead departments wherein maximum works are complete. The department has seen six announcements fulfilled.
Works of 105 announcements (62 per cent) are likely to be completed in the financial year 2023-24 which includes various projects that are in the final stages of completion.
Public Works, Transport and Education Departments, and GSIDC have seen only a few works completed in the current financial year.
As per the report, out of 10 announcements in the PWD, seven are postponed for the next financial year while five out of seven and eight out of nine works in the Transport and Education sectors respectively have been pushed for 2023-24. GSIDC too recorded poor implementation of works as nine of 12 announcements are likely to be completed in 2023-24 FY.
In what could raise questions on the seriousness of Budget announcements, not a single work in Archives, Archaeology, Agriculture, Technical Education, and Labour & Employment are completed in the current period.
Leader of Opposition Yuri Alemao took a dig at the government stating, "Action Taken Report exposes @BJP4Goa Government under @goacm @DrPramodPSawant could not even score passing percentage on Budget 2022-23. ATR states that only 34% of Total Announcements are Completed & 62% are likely to be completed in 2023-24. 4% Budget Announcements Missing!"
