Revised coastal plan: Goa awaits NCZMA’s approval

Only State to draft plan on 1:4,000 scale maps; Technical panel recommends 1:25,000 scale

The Goa Government is awaiting a nod from the National Coastal Zone Management Authority (NCZMA) to its revised draft Coastal Zone Management Plan (CZMP) 2011 based on 1:25,000 scale, before going ahead with the CZMP maps on 1:4,000 scale for submission to the local bodies. Goa is the only State to prepare the maps based on 1:4,000 scale.

The Technical Scrutiny Committee of the Union Ministry for Environment, Forest and Climate Change (MoEF&CC) on CZMP during its meeting on February 28 recommended the revised draft CZMP maps on 1:25,000 scale only, as per the direction of MoEF&CC for further approval from NCZMA.

A senior official confirmed that since the Committee has recommended the revised plan, the State is awaiting a nod from NCZMA. “Once the revised plan is approved, we will go ahead with maps of 1:4,000, which are already prepared by the Chennai based agency National Centre for Sustainable Coastal Management (NCSCM),” the officer said.

“The maps based on 1:4,000 scale would be placed before the Goa Coastal Zone Management Authority (GCZMA) for approval and the same would be sent to the local bodies for consultation,” the official explained adding ‘Goa will be the only State to draft maps based on 1:4,000 scale for better understanding of the citizens’.

The NCSCM drafted the plan for the State and was notified by the Centre in September 2022. The agency revised the plan based on the Centre’s direction and submitted it to the State in August 2024.

Goa had requested the Technical Scrutiny Committee to approve the revised plans overlaid with the Bhunaksha (Cadastral) plans of Goa so that the revised plans could be re-notified at the earliest, which, according to him, would pave the way for the preparation of CZMP-2019 of Goa.

NCSCM was directed to prepare the revised draft CZMP on 1:25,000 scale, incorporating the updated Bund/ Sluice Gate and other data provided by GCZMA to NCSCM.
