For the controversial TCP legislations 39/A and 17/2, the Minister has gone on record many times stating that these were brought about to give justice to ordinary Goans and that decisions are taken by well-qualified experts.
However, if one sees the overwhelming scale of conversions, most of these are done to benefit wealthy politicians, real estate entities, land sharks, celebrities, etc., from outside Goa (some of whom have bought these massive properties in the recent past). It is also clear that forests, fields, hills, and non-development areas approved by the so-called TCP/forest experts for settlement (concretisation) are being exploited under the authority of the TCP/Forest Minister.
It is shocking to see a Goan senior minister fully cooperating and obliging outside parties, while at the same time giving assurances/statements that we now see as totally false and deceitful!
